With all the talk about the necessity for teamwork and collaboration given the further decentralizing of the Global Economy . . . then why are resumes all about marketing our individual accomplishments?

I think because everybody is looking for the superstar or the "A" player. The resume writers, guru's and expert get paid to make the candidate stand out above the crowd.
Oh wait the "A" players are passive candidate, so they don't have resumes because they are too busy working :-0
So the great resumes are actually from active candidates who are either underemployed, unemployed or unhappy who've paid the guru's and experts to dress their resumes up to look like the superstars or "A" players.....
